I always recommend moisturizing with water and then sealing with an oil. The water is absorbed by the cuticle layer of your hair strand and the oil will seal in the moisture. I’ve never used Jojoba Oil but I hear a lot of great.

Jojoba Oil for Hair Growth
Jojoba oil can be used to give your hair a hot oil treatment, prior to shampooing, in order to stimulate hair growth. If your hair is very dry, then add about a teaspoon of jojoba oil to your regular hair conditioner and apply it thoroughly on your hair. Let it sit for a few minutes, after which rinse it off, but do not shampoo your hair again. Otherwise, you can take a few drops of this oil on your palm, rub it and then apply thoroughly on the hair, when it is wet. If your hair is frizzy and unmanageable, then you can rub a few drops of jojoba oil on your palm and fingers and then run your fingers through your dry hair, in order to smooth out the frizz.
